CoC Governance Charter

The Pinellas CoC Governance Charter is reviewed annually by the CoC Board of Directors and every 5 years by CoC members.

CoC Policies, Priorities, and Written Standards

CoC Written Standards outline important policies and best practices for CoC organizations.

HMIS Governance

The HLA serves as the Pinellas Homeless Management Information System (HMIS) Lead Agency. The HMIS Governance Charter, HMIS Policies and Procedures, and Data Quality, Privacy, and Security Plans are critical to ensuring the successful administration of this database.

Council and Committee Bylaws and Charters

Much of the CoC’s work is completed through its councils and committees. Governing documents for these councils and committees are below. Please note that the CoC’s Advocacy and Point in Time Planning Committees follow the CoC Governance Charter without independent governing documents. Additionally, the Youth Action Board currently operates as part of the Lived Experience Advisory Committee, and SDI Taskforce governance is under review.

Memorandum of Understanding

The Memorandum of Understanding (MOU) between the Pinellas CoC and Homeless Leadership Alliance of Pinellas (HLA) is the formal agreement appointing the HLA as the Pinellas CoC’s Collaborative Applicant, Lead Agency, and Homeless Management Information System (HMIS) Lead Agency. This MOU is renewed every 3 years.
